一、哪些人員可以申請辦理港澳居民來往內地通行證（非中國籍）（以下簡稱通行證），如何遞交辦證申請？
Q1: Who can apply for the Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens) (hereinafter referred to as the “Permit”)? How can they submit the application?
答：香港特別行政區、澳門特別行政區永久性居民中的非中國籍人員（以下簡稱非中國籍港澳永久性居民），因投資、探親、旅遊、商務、研討、交流等短期入境事由來往內地，可以向中華人民共和國出入境管理局委託的香港中旅集團、澳門中國旅行社遞交辦理通行證申請。經內地公安機關出入境管理機構審批簽發的通行證有效期5年，持證人可以在證件有效期內多次來往內地，每次停留不超過90日。非中國籍港澳永久性居民首次申請通行證時，應當分別向香港中旅集團、澳門中國旅行社遞交申請。換發、補發通行證時，可以向香港中旅集團、澳門中國旅行社，或者內地設區的市級以上公安機關出入境管理機構遞交申請。
A: Permanent residents in the Hong Kong Special Administrative Region and the Macao Special Administrative Region who are Non-Chinese citizens (hereinafter referred to as Non-Chinese Hong Kong and Macao permanent residents) and who wish to travel to mainland China for short-term purposes such as investment, visiting relatives, tourism, business, seminars, and exchanges may apply for the Permit through China Travel Service (Holdings) Hong Kong Limited and China Travel Service (Macao) Ltd., authorized by the Exit-entry Administration of P.R. China. The Permit approved and issued by the exit-entry administration agency of the mainland public security department is valid for five years. During its validity, the holder may travel to mainland China multiple times, with each stay not exceeding 90 days. To apply for the Permit for the first time, Non-Chinese Hong Kong and Macao permanent residents shall submit their applications to China Travel Service (Holdings) Hong Kong Limited and China Travel Service (Macao) Ltd. renew or replace the Permit, the holder may apply to China Travel Service (Holdings) Hong Kong Limited, China Travel Service (Macao) Ltd., or the exit-entry administration agency of the public security department at or above the municipal level in mainland China.
二、申請辦理通行證需要遞交哪些申請材料？
Q2: What application materials shall be submitted to apply for the Permit?
答：申請通行證應當遞交下列材料的原件及復印件：（一）填寫完整、準確且粘貼申請人近照的《港澳居民來往內地通行證（非中國籍）申請表》；（二）有效香港、澳門永久性居民身份證。未滿11周歲未辦理香港居民身份證的非中國籍香港永久性居民，遞交香港入境事務處簽發的載明其具有香港永久性居民身份的《〈索取資料申請〉通知書》。未滿18周歲的申請人，還應當遞交監護人護照等身份證明原件、監護關係證明；（三）有效普通護照（中國政府不承認的證件除外），證件有效期不少於6個月；（四）國籍證明文件，包括香港入境事務處簽發的包含國籍資訊的《〈索取資料申請〉通知書》、澳門身份證明局簽發的包含國籍信息的《個人資料證明書》，國籍證明文件簽發時間應當在申請之日前6個月內；（五）確有必要的其他申請材料。受理、審批機構對申請人遞交的個人資訊依法予以保護。
A: To apply for the Permit, the originals and copies of the following documents are required: (I) Application Form for Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens) filled in completely and accurately, with the applicant’s recent photo pasted; (II) Valid Hong Kong or Macao permanent resident identity card. A Non-Chinese Hong Kong permanent resident under the age of 11 who has not obtained a Hong Kong identity card may provide a Notice of Application for Access to Information issued by the Hong Kong Immigration Department, which states that he/she is a Hong Kong permanent resident. An applicant under the age of 18 shall present the original identity certificates of his/her guardians, such as passports and proof of guardianship; (III) A valid ordinary passport (excluding certificates not recognized by the government of China), with a validity period of no less than 6 months; (IV) Nationality certificates, including the Notice of Application for Access to Information issued by the Hong Kong Immigration Department and the Certificate of Personal Data issued by the Identification Service Bureau of the Macao S.A.R. The nationality certificate must be issued within 6 months prior to the date of application; (V) Other necessary application materials. The handling and approval agencies shall protect the personal information submitted by the applicant in accordance with the law.
三、申請辦理通行證有哪些注意事項？
Q3: What are the requirements for applying for the Permit?
答：（一）應當本人前往受理機構申請通行證。未滿18周歲的申請人應當由監護人陪同辦理。（二）不得持通行證在內地工作、學習或者從事新聞採訪等活動，若確需進行上述活動的，應當向外交部駐香港、澳門特派員公署或內地公安機關出入境管理機構依法依規申請辦理簽證或者停留居留證件。（三）在內地申請換發、補發通行證的，可以憑《港澳居民來往內地通行證（非中國籍）受理回執》原件在內地合法停留，也可以申請辦理一次性出境證件出境後，向中華人民共和國出入境管理局委託的香港中旅集團、澳門中國旅行社遞交申請換發、補發通行證。
A: (I) Applicants shall go to the handling agency in person to apply for the Permit. Applicants under the age of 18 shall be accompanied by their guardians for application. (II) The holder shall not work, study, or engage in news coverage activities in mainland China with the Permit. Those who intend to carry out the above-mentioned activities in mainland China shall apply for a visa, stay permit, or residence permit from the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Hong Kong Special Administrative Region or the Macao Special Administrative Region, or from the exit-entry administration agency of the public security department at or above the municipal level in mainland China in accordance with laws and regulations. (III) Those who apply for the renewal or replacement of the Permit in mainland China may stay legally in the Mainland with the original Acceptance Receipt of Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens), or they can apply for a one-time exit certificate to leave the Mainland and then submit an application for renewal and replacement to China Travel Service (Holdings) Hong Kong Limited or China Travel Service (Macao) Ltd. authorized by the Exit-entry Administration of P.R. China.
四、申請辦理通行證需要多長時間，收費標準是什麼，如何領取？
Q4: How long does it take to apply for the Permit? What are the charging standards, and how does the applicant collect the Permit?
答：（一）通行證受理、審批簽發時限為20個工作日。（二）通行證有效期5年，收費標準為在港澳地區首次申請260元港幣，在內地換發、補發230元人民幣。（三）通行證應當由本人前往受理窗口，憑《港澳居民來往內地通行證（非中國籍）受理回執》領取；未滿18周歲的申請人，可以由法定監護人代為領取。（四）申請人應當在預約取證之日起12個月內領取通行證，超過12個月無正當理由未領取的，視為自動放棄領取，申請的通行證將被註銷。
A: (I) The time limit for acceptance, approval and issuance of the Permit is 20 working days. (II) The Permit is valid for five years. The fee for a first-time application in Hong Kong or Macao SAR is HKD 260, while that for a replacement or reissuance in mainland China is CNY 230. (III) Applicants shall go to the acceptance counter and collect the Permit by themselves with the Acceptance Receipt of Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens). For applicants under the age of 18, their legal guardians can collect the Permit on their behalf. (IV) Applicants shall collect the Permit within 12 months from the scheduled date of collection. If they fail to collect it in time without justifiable reasons, they will be deemed to have voluntarily waived the collection, and the Permit will be canceled.
五、持用通行證入境出境時能否使用邊檢快捷通道通關？
Q5: Can the Permit holders use the fast channel for frontier inspection and customs clearance when entering and exiting mainland China?
答：根據2017年公安部關於對入境外國人留存指紋等生物信息公告的有關規定，持證人在口岸履行指紋採集等手續後，可以經快捷通道通關。持用通行證入境時無需填寫外國人入境卡。
A: In accordance with the Announcement of the Ministry of Public Security on Retaining Fingerprints and Other Biological Information of Entry Foreigners in 2017, Permit holders can go through customs clearance through fast channels after completing fingerprint collection procedures at ports. In addition, they are not required to fill in the Arrival Card when entering mainland China with the Permit.
六、持用通行證在內地停留期間有哪些注意事項？
答：（一）在內地停留期間應當依法登記住宿。（二）在內地申請換發、補發通行證，停留起算時間按照持原通行證入境時間計算。（三）因不可抗力或其他正當理由，入境後需要停留超過90日的，應當向停留地設區的市級以上公安機關出入境管理機構申請延長停留期，延期最長不超過90日。
A: (I) During their stay in the mainland, the Permit holders shall register for accommodation in accordance with laws. (II) For those who apply for the renewal or replacement of the Permit in the mainland China, their stay time will be calculated from the entry time with the original Permit. (III) To stay for more than 90 days in the Mainland due to force majeure or other justifiable reasons, the Permit holder shall apply for an extension of up to 90 days to local exit-entry administration agencies of the public security department at or above the municipal level in the mainland China.
七、通行證遺失或者損毀後應該怎樣辦理？
Q7: What should one do if his/her Permit is lost or damaged?
答：所持通行證遺失、被盜，或者因破損、汙損等導致證件資訊顯示不完整、電子晶片無法讀取的，應當由本人向中華人民共和國出入境管理局委託的香港中旅集團、澳門中國旅行社或者內地設區的市級以上公安機關出入境管理機構遞交申請補發通行證。因通行證遺失、被盜遞交申請補發通行證的，應當簽署遺失聲明。領取新證前，在內地的原持證人可憑《港澳居民來往內地通行證（非中國籍）受理回執》原件合法停留，出境時應當持用補發的通行證。
A: If the Permit is lost or stolen, or if the information on the Permit is incomplete or the electronic chip cannot be read due to damage or defacement, the holder shall submit an application for replacement of the Permit to China Travel Service (Holdings) Hong Kong Limited or China Travel Service (Macao) Ltd. authorized by the Exit-entry Administration of P.R. China, or the exit-entry administration agency of the public security department at or above the municipal level in mainland China. To apply for replacement because the Permit is lost or stolen, the applicant shall sign a statement of loss. Before collecting the new Permit, the holder of the original Permit in mainland China can stay legally with the original Acceptance Receipt of Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens), but shall hold the replaced Permit when leaving the mainland China.
八、通行證即將過期或者已經過期應該怎樣辦理？
Q8: What should one do if his/her Permit is about to expire or has already expired?
答：所持通行證有效期不足6個月的，可以由本人向中華人民共和國出入境管理局委託的香港中旅集團、澳門中國旅行社或者內地設區的市級以上公安機關出入境管理機構遞交申請換發通行證。如果申請換發時通行證有效期不足20個工作日或者已經過期的，可以向香港中旅集團或者澳門中國旅行社遞交申請換發通行證。申請換發通行證時應當遞交現持用的通行證。
A: If the validity period of the Permit is less than 6 months, the holder may submit an application for renewal to China Travel Service (Holdings) Hong Kong Limited or China Travel Service (Macao) Ltd. authorized by the Exit-entry Administration of P.R. China, or the exit-entry administration agency of the public security department at or above the municipal level in mainland China. If the validity period of the Permit is less than 20 working days or has expired, the holder may apply for the renewal of the Permit to China Travel Service (Holdings) Hong Kong Limited or China Travel Service (Macao) Ltd. The current Permit shall be submitted when applying for renewal.
九、通行證持證人的身份資訊或其他資訊發生變更了應該怎樣辦理？
Q9: What should the holder do if his/her identity information or other information changes?
答：通行證持證人的姓名、性別、出生日期、國籍等身份信息變更的，應當由本人向中華人民共和國出入境管理局委託的香港中旅集團、澳門中國旅行社或者內地設區的市級以上公安機關出入境管理機構遞交申請換發通行證。申請時應當遞交變更信息後的香港或者澳門永久性居民身份證、護照以及現持用的通行證。如護照號碼、聯繫方式、緊急連絡人等信息變更的，應當由本人在30日內向香港中旅集團、澳門中國旅行社或者內地設區的市級以上公安機關出入境管理機構申報。
A: If the holder’s name, gender, date of birth, nationality or other identity information changes, the holder shall submit an application for renewal of the Permit to China Travel Service (Holdings) Hong Kong Limited or China Travel Service (Macao) Ltd. authorized by the Exit-entry Administration of P.R. China, or the exit-entry administration agency of the public security department at or above the municipal level in mainland China. The applicant shall present the updated Hong Kong or Macao permanent identity card, passport and current Permit at the time of application. In case of any change in passport number, contact information, emergency contact person, or other information, the applicant shall report such change to China Travel Service (Holdings) Hong Kong Limited or China Travel Service (Macao) Ltd. authorized by the Exit-entry Administration of P.R. China, or the exit-entry administration agency of the public security department at or above the municipal level in mainland China within 30 days.
